INTRODUCTION

Last 21st of July 2008 a typhoon “Frank” struck the areas of Panay Island bringing strong gust of wind to people’s haven. One of the provinces that mostly affected is the province of Aklan especially its capital municipality of Kalibo. Usual to the effect of successive rainfall in a certain area that brought high level of water but not in Kalibo. Evening when typhoon signal number 3 hit the province, floods of mud from a landslided mountain covered the entire metro Kalibo’s government structures, commercial establishments and number of schools. Lots of properties were damaged. Number of lives was taken.

The Bureau of Fisheries and Aquatic Resources (BFAR) in coordination with the Provincial and Local Government of Aklan formulated a project to provide assistance to the affected typhoon victims. The BFAR initiative involved distribution of fish the victims thru the local government of Aklan.

Hence, Cruise DY10 from June 29 to July 15 2008 using BFAR’s multipurpose platform, M/V DA-BFAR was intended for the purpose to extend help and relief for the victims by feeding them with the fish caught from fishing operations.

In addition, a resource assessment survey using trawl was carried out to determine status fishery.

Specifically the cruise was conducted to:

· Deliver goods to the affected victims particularly to the Municipality of Kalibo.

· Conduct fishery stock assessment survey using otter trawl to determine current/standing fishery stock size and composition on the area fished.

· Distribute fish caught from fishing operations to the victims of typhoon Frank.

ACTIVITIES UNDERTAKEN

Trawl Fishing

The vessel conducted otter trawl fishing operations in the waters of Jintotolo. Channel down to some areas of Visayan Sea. Station coding followed the last code used in otter trawl operation conducted last cruise at Lingayen Gulf. A total of 16 stations was accomplished (OTR_526 to OTR_541) with an average depth of 21.6-33.9 fathoms. Dragging time ranged from 2-3 hours with 4.1 knots of average dragging speed.

Upon arrival of catch on deck, large fishes are easily removed. Remaining catch is then scooped excluding debris. They are then brought on the processing area for weighing, sorting and packing before freezing. Weight per bag varies from 1-1.5 kilos per bag depending on the sizes of fish.

 
 

Stock assessment and sample collection was also done to assess the catch in the area and sample collection can be used in the future for further analysis./p>

Fishing operations followed a pattern that after the distribution of fish catch in Aklan 2-3 days fishing will be done and back again to Aklan to dispose the catch. A series of two fishing and delivery of catch was accomplished during the cruise. Please refer to Appendices 1 and 2 for the drag details during the operation and the total catch recorded.

 
 
Distribution of Fish Catch and other goods Prior to the departure of M/V DA-BFAR in Manila other private agencies such as FRABLLE Fishing Company donated 80 boxes of fries and 1.3 tonnes of fresh and frozen fish, another commercial agency donated 150 boxes of canned sardines and the BFAR itself donated 100 units of complete set of net. The day upon the arrival of vessel anchorage at Brgy. Caano, Kalibo, distribution of goods was done in coordination with Reymar Rebaldo, Mayor of Kalibo, Dr. Alma Dickson and Atty. Allen Quimpo, former Congressman of Aklan. All 16 barangays of Kalibo was a recipients for the goods distributed (see complete lists of total bags distributed to each barangay during the whole cruise at App.3)
 
Final Day of Oplan Sagip-Aklan On the final days of fishing operations, 8 drags were accomplished in 3 days fishing operations that gained a total of 1.8 tons of fish. The catch was distributed to five selected barangays of Kalibo. Before the distribution, a simple program was made. Department of Agriculture Secretary Arthur Yap, Undersecretary Fontavilla, BFAR Director Malcolm Sarmiento, Aklan Governor Carlito Marquez and Kalibo Mayor Reymar Rebaldo are amongst the few that graced the program. Distribution of 1 bag of fish at 1 kilo for every bag and a kilo of rice followed immediately to those recipients from barangays together with them a claim ticket.

Started repacking of canned sardines at 0900H until 1700H at 2 cans per bag with a total of 750 bags made. At 2100H fresh sardines stock at storage area were moved outside in order to melt the ice for easy repacking.

Wednesday
At 2400-0100H the vessel arrived at Sibuyan Sea to get samples of water collected by the PCG onboard BFAR-MCS Patrol Vessel in the areas were the M/V Princess of the Star capsized caused by typoon Frank. At 0300H started repacking of fresh sardines and frozen Scad at 1 kilo per bag. At 0840H Dr. Alma Dickson and Atty. Allen S. Quimpo and family, Mayor Reymar Rebaldo of Kalibo and company boarded the vessel. At the same time, distribution of canned sardines, potato fries and fish to barangays of Kalibo were done received by a representative of each barangays. A total of 1,300 bags of fish, 720 boxes of canned sardines and 80 boxes of fries were distributed. Disembarkment of nets as donation of BFAR to the government of Aklan. Turn-over ceremony were done at the Aklan,s Governor residence at Banga with Pres. GMA, Dr. Alma Dickson, Capt. Cawaling, Chief. Cainglit and Mr. Velasco.

At 0830H Plotting for skiff boat unloading area was done with Capt. Cawaling, Chief mate Pagliawan, Master Fisherman Magno, Chief scientist Ramiscal and Mr. Asuncion together with Dr. Dickson. Session ended at exactly 0848H. Vessel arrived at Culasi Point, Roxas at exactly 1600H. skiff boat was unloaded successfully at 1610H led by D. Lleanares and J. Bandela and was brought at the Philippine Coast Guard office for a proper safekeeping purpose.

Conducted two (2) otter trawl operation. Namely OTR 526 and OTR 527. Orangefin ponyfish (Leiognathus bindus), Oxeye scad (Selar boops) and Goatfish (Upeneus spp.) were the abundant fish species caught. OTR 526 gained 699.41 kg. of fish while OTR 527 gained 247.94 kg. Total catch for each operation were bagged to 355 plastic bags and 144 plastic bags respectively.

Conducted three (3) otter trawl operation namely OTR 528, OTR 529 and OTR 530. Total catch in kilograms for each were 138.30 kg, 479.75 and 309.05 respectively. OTR 528 rendered 62 plastic bags, OTR 529 rendered 326 plastic bags and lastly OTR 530 rendered 169 plastic bags. A total of 467.00 plastic bags for 3 otter trawl operations were retained onboard. Stick fish and Lizard fish were the most abundance fish species caught.

Conducted two (2) otter trawl operation namely OTR 531 and OTR 532. Stick fish and Slipmouth were the most abundance fish species caught. Total catch in kilograms for each were 414.80 kg and 182.90 respectively. The two operation gained total catch of 276.00 kg and rendered 234 plastic bags and 42 plastic bags respectively.Distributed fishes to Brgy. Caano. Total amount distributed was 36 plastic bags.

Distributed fishes to Brgy. Poblacion, Mobo, Linabwan, Mabilo, Caano, Tinigaw, Old Buswang, Bakaw Sur, Nalook and Andagao. As well as Task Force (LGU) received the relief fish. The total mount distributed was 1200 plastic bags. Seventeen (17) visitors from Aklan State University (ASU) onboard the vessel led by Prof. Elaine Dela Cruz, Thesa Rowan, Julio Ferrer and Ryan Basina together with the students. Vessel heaved-up anchorage for OTR 533 operation at 1620H after the disembarkation of visiting students. Anchorage skiffboat before setting of trawl. A total of 198.83 kg were gained and 112 bags at 1 kilo per bag were collected.

Tuesday
Started setting of trawl at 0550H. Conducted 2 otter trawl operation for the day (OTR 534 to OTR 535). Collected a total of 205.0 bags at 1 kilo per bag. Skiff boat ship sided. At 1650H vessel proceeds anchorage near Culasi Point, Roxas City. Mr. Mariano Odhoy disembarked for medical check-up due to number of days that he experienced fever. He was accompanied by Eddie Butac.

Started setting of trawl at almost 0600H for first operation for the day. Performed 4 otter trawl operation (OTR 536, OTR 537, OTR 538 and OTR 539) which garnered a total of 791.97 kg of fish and totally bagged to 358.0 plastic bags.
July 10, 2008
Thursday
At 0530H setting was done for the first operation of the day. Two (2) otter trawl operation was done successfully. The said operation were namely as OTR 540 and OTR 541. OTR 540 gained 192.09 kg while OTR 541 was 133.95 kg of fish. The two (2) operation gained a total of 110 plastic bags.

Friday
A total of 785 bags of fish (1kg each), one tub of Stickfish, one tub of Porcupine fish, and one tub of Matang Baka, were distributed to the different barangay of Aklan (Briones, Caano, Nalook, & Mabilo). The distribution was led by Sec. Arthur Yap, Dir. Malcolm I. Sarmiento, and Dr. Alma Dickson accompanied by the researchers of M/V DA-BFAR. After the activities the vessel headed to Manila at around 1700H.
